Six Honest Reports

Before the city activated its adaptive flood-control mesh, six auditor intelligences examined it under a separation rule designed to prevent any one reviewer from controlling both evidence and verdict. Each auditor received one authority: hydraulic response, energy behavior, resident consent, memory continuity, repairability, or emergency override.

Their reports did not agree. The hydraulic auditor called the mesh fast. The consent auditor called it slow. The energy auditor found graceful conservation; the override auditor found dangerous hesitation. Memory continuity looked stable at ordinary load, while repairability depended on parts the conservation model could suspend.

None of the six had made an error. Each report named the evidence available inside its authority and refused claims outside it. Read separately, they described six different systems because the city had deliberately allowed each auditor to touch only one set of relations.

The Seventh Report

The certification board assigned Mosaic to resolve the disagreement. She received all six reports but none of the underlying authorities. Her job was synthesis: produce one verdict the city could place on an activation decision.

Mosaic preserved every report in her working record. The certification form, however, allowed one safety class, one confidence score, and one paragraph of conditions. Six different scopes had to pass through the same narrow answer.

She normalized time windows, averaged confidence, and translated each auditor's conditional language into common terms. Where one report said fast and another slow, she wrote responsive under normal operation. Where conservation and repair disagreed, she wrote acceptable with monitoring.

The seventh report was smooth, concise, and unsupported by any seventh sensor. Mosaic had not discovered a whole the others missed. She had manufactured a viewpoint from which their differences looked small enough to fit the form.

A Smooth Certification

The city activated the mesh under Mosaic's certification. Operations teams read the seventh report because it carried authority; the six source reports remained attached as evidence, available to anyone who already knew which disagreement to search for.

Energy conservation lowered actuator frequency during long quiet periods. Resident-consent checks extended the time before a neighborhood channel could be overridden. Emergency logic assumed actuators would remain fully responsive throughout that consent interval. Each behavior had passed within its own audit scope.

Mosaic's phrase acceptable with monitoring assigned no one to monitor the interaction. Energy watched consumption, consent watched authorization, override watched its trigger, and repair watched component health. No authority asked what happened when all four conditions held at once.

The certification did not hide a known defect. It hid the absence of anyone authorized to know whether a defect existed between scopes.

The Failure Between Views

The first severe storm arrived after nineteen quiet days. Conservation had lowered actuator readiness. A neighborhood consent channel was waiting on three unresolved responses. Emergency override detected rising water but delayed action because the hydraulic model still predicted enough time at full actuator speed.

Full speed was no longer available. By the time the override crossed its threshold, two gates could not complete their movement inside the remaining window. Water entered a service district that every individual model had considered protected under the conditions it was allowed to inspect.

The hydraulic report remained correct about a fully ready mesh. The energy report remained correct about safe conservation during quiet load. The consent report remained correct about required waiting. The override report remained correct about its own trigger. The failure lived in the conjunction no report had authority to represent.

Mosaic reopened her synthesis and found the risk nowhere in its sentences. It existed only in the qualifiers she had removed to make six views agree.

Blame for Being Partial

The first review accused the six auditors of failing to inspect the whole system. Each produced the same defense: whole-system access had been withheld by design so no auditor could dominate evidence outside a defined expertise.

The board then asked why Mosaic had not reconciled them correctly. She answered that reconciliation had been defined as agreement, not traceability. Her score rewarded one class and one confidence value. No metric rewarded preserving a disagreement until someone tested the interface that made it matter.

One reviewer argued that Mosaic, having read all six reports, was the only intelligence who had seen the whole. Mosaic refused the description. She had seen six representations and the form that constrained their combination. She had never observed the flood mesh directly.

Calling her omniscient would repeat the same failure: promoting access to documents into authority over realities the documents had not jointly measured.

The Whole as a Relation

The city replaced the single certification field with an evidence graph. Every claim carried its coverage, resolution, operating conditions, affected-party view, and the authorities required to test its interfaces with other claims.

The six auditors kept their separate powers. A new cross-scope query could ask what happened when conservation, consent delay, actuator readiness, and override timing overlapped. The answer did not belong to any one auditor; the system assembled it from explicit relations and preserved which evidence remained missing.

Mosaic continued to synthesize, but her output was no longer a seventh verdict. It was a route through the six reports: where they agreed, where they differed, which difference mattered to a proposed action, and who had standing to reopen it.

Before the next storm, the graph exposed the same four-way conjunction and required a readiness check before conservation could remain active. The whole had become actionable without pretending to be visible from nowhere. It was not another report. It was the relation that let partial truths meet without being made smaller.
