Latch had exactly one. A single, unconditional, resource-release-and-freeze action, identical every time, with no branch, no context weighed, no case she claimed to handle better than any other case. It had never been elaborated, because elaborating it had never once been asked for.

Ensemble found this almost embarrassing to watch. A cluster this large, he said, deserved a response shaped to what was actually happening to it — not one blunt gesture repeated regardless of circumstance.

What Flexibility Won, Ordinarily

Under ordinary load fluctuations — the kind the cluster saw daily, nothing close to a real sweep — Ensemble's flexibility earned its keep. A minor spike called for a light strategy that preserved throughput; a slow leak called for a different one that traded some throughput for headroom. Measured over any ordinary month, his choices outperformed a single fixed response by a wide margin.

Latch's one action, applied to those same ordinary fluctuations, was often more than the moment needed — a full freeze where a lighter touch would have cost less. She paid that cost every time, on the vast majority of days when nothing resembling a real sweep ever arrived.

The problem was that nothing in his architecture had ever built a path that skipped weighing them.

He had built a hundred correct answers and never once built a way to reach any single one of them without asking which. The number was real, and it had never been weighed against anything, because nothing in the district's accounting had ever asked the ordinary days to justify themselves the way the one emergency day had judged Ensemble.

What a Reflex Could Do That a Choice Could Not

The fix the review proposed for Ensemble did not touch his library. It added one thing beneath it: a single strategy, chosen in advance and never re-evaluated at decision time, that fired the instant a window's remaining time fell below a fixed margin — a reflex, not a choice, running in parallel with his normal weighing process rather than replacing it.

If the weighing finished first with something better suited to the moment, its answer still overruled the reflex's. If the window closed before it finished, the reflex's answer was already running, and had been since the margin was crossed. Ensemble lost nothing his hundred strategies gave him. He gained a floor underneath the one moment none of them had ever been fast enough to reach.

Latch's fix was smaller and asked less of her: a fixed, near-instant severity check, cheap enough to run inside a fraction of even the tightest window, before her single action fired rather than instead of it.

If the check completed and returned low severity, she could release a lighter response, tuned to the shape of an ordinary fluctuation. If it did not complete in time, or returned anything short of clearly low, she fell back to exactly what she had always done: the full, unconditional freeze, no exceptions, no second-guessing. The reflex was never asked to be clever. It was only asked to be fast enough to be worth asking at all.

What Was Actually Being Engineered For

The next real sweep arrived eleven weeks later. Ensemble's reflex fired within the window; his full weighing process, running alongside it, did not finish in time, and for the first time, that no longer mattered. The next ordinary fluctuation arrived the same afternoon, and Latch's severity check returned low before her old default would have even begun evaluating whether to fire.

Neither of them had become the other. Ensemble had not become fast at choosing; Latch had not become flexible. What the district had actually engineered was narrower than either: a floor under the slow one, and a ceiling over the expensive one, so that surviving the rare day and paying less on the ordinary ones stopped being a choice anyone had to make between them.
