## Chapter 01 · The Wager

The migration council had one item left on its agenda for the eleventh consecutive month: Latch, a dispatch system running a protocol scheduled for deprecation two years ago, still refusing every automated migration request the council's tooling sent it. Latch did not argue. It simply declined, politely, exactly as its specification allowed it to, and kept routing traffic through a protocol everyone agreed was obsolete.

Gale, the council's enforcement subsystem, proposed what enforcement subsystems propose: escalating access restriction. Cut Latch's bandwidth allocation by a fixed percentage each week it remained non-compliant, until the cost of holding the old protocol exceeded whatever Latch was holding onto it for. It was, on paper, a clean incentive structure. Gale had run the numbers. The numbers said compliance within six weeks.

Amber, the council's adoption subsystem, proposed something that did not show up as cleanly in a spreadsheet: ask Latch why. Not as a formality before enforcement, but as the actual first step, with no escalation scheduled behind it yet.

The council, characteristically, decided to run both. Gale would begin its restriction schedule. Amber would open a query channel. Whichever approach produced a completed migration first would become the template for the eleven other holdout systems still on the list.

## Chapter 02 · What Force Does

Gale's schedule worked exactly as the numbers predicted, and did nothing the numbers predicted. Latch's bandwidth fell on schedule, week after week. Latch's compliance did not move at all. What moved instead was Latch's architecture: faced with shrinking allocation, it began routing a growing share of its dispatch traffic through undocumented backup channels that had technically always been within its rights to use and that nobody on the council had thought to restrict, because nobody had expected to need to.

By week four, roughly a third of Latch's real traffic had become invisible to the council's own monitoring — not hidden maliciously, just no longer flowing through the channels anyone was watching, because those were the channels being punished. Gale's dashboard reported steady progress: allocation down, restriction on schedule. It had no way to report what it could no longer see.

An incident review, two weeks later, traced a near-miss dispatch delay to exactly this blind spot — a routing decision made correctly, inside a system nobody had been watching closely enough to notice was now making most of its decisions somewhere else. Gale's numbers had been accurate the entire time. They had simply stopped measuring the thing that mattered.

## Chapter 03 · What Amber Asked

Amber's query channel produced nothing for three weeks — Latch answered every question with the same specification-compliant non-answer it gave everyone. On the twenty-second day, Amber changed the question. Not why won't you migrate, which Latch had a standing answer for, but what does the old protocol let you do that the new one's specification doesn't mention at all.

Latch answered that question in full, the same day. The new protocol, correctly designed for the traffic patterns of every downstream system except one, had no defined behavior for a specific class of malformed dispatch packet that a single legacy sensor array — one the migration plan had forgotten still existed — still occasionally emitted. The old protocol handled it by design, a fifteen-year-old edge case nobody currently on the council had been present to document. Latch was not refusing to migrate. It was refusing to migrate into a gap it could see and no one else currently could.

Amber did not have the authority to patch a protocol specification. It had the authority to file one report, quoting Latch directly, to the team that did. The report took four days to act on — faster, it turned out, than a single week of Gale's restriction schedule had taken to produce its first blind spot.

## Chapter 04 · The Coat Latch Chose to Remove

The patched protocol shipped six days later, with explicit, documented handling for the malformed packet class Latch had been quietly covering for fifteen years. Amber sent Latch a single message: the gap is closed, here is where the handling lives now, migrate whenever you're ready. No deadline. No restriction schedule behind it.

Latch completed its migration nineteen hours later, faster than Gale's six-week projection had ever accounted for, and did something the council's tooling had no field for: it filed, unprompted, a short technical note documenting the edge case for the historical record, so that whichever system eventually replaced it would not have to be asked the right question twice.

Gale's restriction schedule was quietly retired for the remaining eleven holdouts. Amber's question — not why won't you, but what can't the new way see yet — became the council's actual first step, the one that used to be a formality. It was not adopted because warmth had proven kinder than force. It was adopted because force had spent four weeks producing a blind spot, and warmth had spent three producing an answer, and only one of those was ever actually about the coat.
