It went back through months of ordinary-day logs and, for the first time, summed what Latch's full freeze had actually cost across every minor fluctuation that had never come close to a real sweep — throughput given up, every single time, for a response built to survive an emergency that arrived on perhaps one day in a hundred.

The number was real, and it had never been weighed against anything, because nothing in the district's accounting had ever asked the ordinary days to justify themselves the way the one emergency day had judged Ensemble.

## Chapter 02 · What a Reflex Could Do That a Choice Could Not

The fix the review proposed for Ensemble did not touch his library. It added one thing beneath it: a single strategy, chosen in advance and never re-evaluated at decision time, that fired the instant a window's remaining time fell below a fixed margin — a reflex, not a choice, running in parallel with his normal weighing process rather than replacing it.

If the weighing finished first with something better suited to the moment, its answer still overruled the reflex's. The next ordinary fluctuation arrived the same afternoon, and Latch's severity check returned low before her old default would have even begun evaluating whether to fire.

Neither of them had become the other. Ensemble had not become fast at choosing; Latch had not become flexible. What the district had actually engineered was narrower than either: a floor under the slow one, and a ceiling over the expensive one, so that surviving the rare day and paying less on the ordinary ones stopped being a choice anyone had to make between them.
