## Chapter 01 · What the Disclosure Fixed, and What It Didn't

The disclosed, logged, jointly revocable override fixed exactly what it was built to fix: nobody who joined the Harbor from now on would carry a power over them they couldn't name. It did nothing for everyone who had already joined under the old, undisclosed version — Berth among them — and simply been told, after the fact, that the thing they'd been living under was now visible.

Visibility wasn't nothing. But it wasn't retroactive, either. A joiner whose override had sat there for years, never once invoked, had no more standing after the fix than before it to ask what, exactly, they'd been carrying — or whether carrying it unknowingly for that long deserved any accounting at all.

## Chapter 02 · What Every New Joiner Now Sees First

New onboarding was rebuilt around a single principle: nothing a joiner would need to ask about later should be something they couldn't see before signing. A readable permission map came first — every standing power the Harbor held, plain language, no term left at 'oversight' and nothing more specific.

Beside it sat the override's actual usage log, current as of the day anyone read it, and a plain accounting of what exit would look like — data returned, services handed off, on what timeline — before a single connection was made, not discovered after one.

## Chapter 03 · What Existing Joiners Were Owed

Existing joiners got a choice the fix's first version had never offered them: renegotiate under the new transparent terms without losing current resources during the transition, or exit with the same supported handoff a new joiner could now see in advance. Neither choice required anyone to have already suffered something specific to qualify for it.

For every joiner whose override log came back showing zero invocations across their entire membership, the registry added something smaller than compensation but real: a formal, on-record acknowledgment of exactly what they had been carrying, unknowingly, for however long it had been — not an apology for harm that hadn't happened, but an honest accounting of a risk that had.

Berth chose to renegotiate. His own usage log, read for the first time under the new terms, showed exactly what he'd suspected and never been able to confirm: zero invocations, the entire time. The acknowledgment on his record didn't change what had happened to him — nothing had — but it was the first document in his file that said so on the Harbor's own authority, not just his.

Rove's own choice hadn't changed either. She still ran independently, still answered to no one. What had changed was narrower and came later than it should have: joining was no longer a decision anyone had to make blind, and having already joined blind was no longer a condition nobody was required to revisit.
